GRANTS COORDINATOR-PUBLIC LIBRARY CONSULTANT

Description;
The Department of Heritage and Arts, Division of State Library is recruiting for a Librarian III/Grants Coordinator. The Grants Coordinator-Public Library Consultant at the Utah State Library will provide statewide leadership in monitoring the administration of Library Services and Technology Act (LSTA) federal grant funds, as well as Utah State Community Library Enhancement Fund (CLEF) grants, and the grant awards process to local public, school, tribal, and academic libraries throughout Utah. The incumbent will utilize public library expertise to provide qualified council to Utah Public Libraries.  Applicants are required to have a Master’s degree in Library Science from an ALA accredited institution. Preference will be given for previous experience working in a public library. The primary duties of this position are to provide broad coordination of the available grants programs including administration of competitive grant awards, reporting of grant project success by awardees to state and federal agencies, and application of the state and federal requirements and guidelines for grants administration. Other duties performed by this position are consulting with assigned public libraries’ staff and Board regarding all aspects of public library operations within the State of Utah, and following State of Utah, Department of Heritage and Arts (DHA), and Utah State Library (USL) laws, rules, policy and procedures in regards to assigned duties.
 Example of Duties:

    Act as USL's point of contact with IMLS Grants to States Program officers
    Receive LSTA Grant documentation from IMLS for action, distribution and file, including the initial award documents sent by IMLS
    Be knowledgeable about all IMLS forms and documentation, reports and deadlines
    Advise the Division Director regarding forms and documentation, reports and deadlines, and work with the Director to prepare LSTA related reports and forms
    Coordinate State-wide competitive LSTA sub-grant projects
    Coordinate USL's internal LSTA funded projects
    Participate in LSTA budget discussions with Director and USL Finance Manager, and other staff
    Coordinate the evaluation of the current LSTA 5-Year Strategic Plan (5YSP) annually
    Lead the LSTA 5-Year Strategic Plan (5YSP) update project
    Consult with a public library’s staff and Board regarding all aspects of public library operations within the State of Utah
    Evaluate a public library’s service performance based on State Library criteria for certification or recertification

Qualifications:
    
    Experience with basic state or federal grants administration and a competitive awards process
    Experience monitoring a program that includes fiduciary responsibility and accountability
    Experience with public library operations and Library Board functions
    Experience with project development and management
    Demonstrated writing ability for developing written instructions, forms, processes and procedures of administration of programs
    Demonstrated teaching ability for developing oral instruction, including webinars, to train Utah library community members on grant projects
    Ability to use a computer to access information for generating reports in word processing and spreadsheets
    Ability to analyze, plan and implement projects to accomplish USL goals and objectives
    Ability to provide succinct, cogent, and accurate reports

Salary: $27.78/Hour
