BUSINESS DEVELOPMENT ANALYST - Mayor’s Office of Economic Development

Essential Duties: This is advanced professional, analytical work in the Mayor’s Office of Economic Development of Provo City Corporation. The individual appointed to this position will be required to perform the following duties: work with and develop a close working relationship with early stage and startup businesses; be a resource to early stage and startup businesses to identify and assist existing and new businesses with the development review and permitting process, resolve issues that arise for companies desiring to do business in Provo; be familiar with, promote, calculate and customize incentive packages and other available programs to foster new and existing business in downtown Provo and throughout the community, including, overseeing loan and mentoring programs; identify the needs of new businesses and develop resources which are responsive to these needs; seek out and find new and existing businesses, determine needs, resources and challenges; respond to inquiries from the Governor’s Office of Economic Development on businesses interested in relocating to Provo; represent the City in networking organizations to facilitate business contacts; assist and manage economic development projects; formulate web content to promote development in Provo; assist in finding, fostering, evaluating new and emerging businesses that would thrive in the downtown, including, retail, restaurant, and service industries; collect and catalogue potential private development property, development and businesses opportunities; appropriately connect resources and business interests; and perform other related duties as required.

Minimum Requirements
: Analyst I: Bachelor’s degree in Public or Business Administration or closely related field and one (1) year of job-related experience; Analyst II: Bachelor’s degree in Public or Business Administration or closely related field and either two (2) years of experience as a Management Analyst I or three (3) years of comparable, job-related experience; Analyst III: Bachelor’s degree in Public or Business Administration or closely-related field and either two (2) years of experience as a Management Analyst II or five (5) years of comparable, job-related experience. IEDC certification is preferred. At all levels, an equivalent combination of job-related education and experience may be substituted [each one year of post-secondary education/training for six months of experience]. New hire probationary period is one year.

License: Valid, lawful driver’s license is required at time of appointment. Applicant may be disqualified on the basis of an unacceptable driving record as reflected by the State Department of Motor Vehicles.

Salary: Analyst I: $35,298 - $48,658 annually (Range 21); Analyst II: $40,862 - $56,328 annually (Range 24); Analyst III: $47,302 - $65,207 annually (Range 27). Payment will be made by direct deposit and position includes a full benefits package, including: medical, dental, life, and LTD insurance plans, retirement plans, employee assistance and wellness programs, and sick, vacation, and holiday leaves. Optional plans available include: health care and dependent care flexible spending accounts, a health savings account, vision and AD&D insurance, legal assistance, home and auto insurance, ID theft protection, supplemental medical insurance, and deferred compensation (401k, 457 & IRA) plans. Any overtime will normally be accrued as compensatory time. *NOTE: This classification is part of a three-tier open career series. At the discretion of the department director, the individual selected may begin at or be later promoted to any level for which the requirements are met.

Selection Factors: Knowledge of related software programs, basic accounting, and real estate laws and municipal codes. Skill in performing duties in a manner that demonstrates respect, integrity, courtesy, and kindness towards fellow workers, customers, and the general public. Ability to possess or develop strong relationships with business owners, entrepreneurs, tech startups, property owners, developers and commercial brokers; negotiate and manage contracts; direct the work of volunteer committees and effectively lead group projects; work independently and manage time with little direct supervision; communicate effectively both orally and in writing; read and comprehend a variety of administrative and technical data; perform research and statistical analysis and make sound recommendations; identify the elements of a problem and develop sound solutions; prepare and make oral presentations; facilitate the connecting of entrepreneurs with community resources and other entrepreneurs; supervise other employees as required; and organize assigned work and develop effective work methods.

Screening
: Based on meeting the minimum requirements and job-related experience, skills, knowledge, and education. Selection for this position will be based largely upon an oral interview. Criminal background checks are conducted on all City positions. Non-disclosure may result in dismissal.

Physical/Environmental Factors: This work requires remaining seated at a computer or desk for extended periods of time. Work location is primarily indoors with few or no occupational hazards except for exposure to stressful circumstances, including the meeting of deadlines and meeting productivity objectives; and contact with the public in difficult situations. The work also requires occasional evening meetings with tech entrepreneurs at meet-up opportunities and ability to traverse construction sites. This position may require working in a startup community working environment, with little or no regular supervision.

Pre-Employment Testing
: Prior to appointment, applicant will be required to successfully pass a drug screening and background investigation. Individuals with unsatisfactory drug screen results will be ineligible for appointment or application to any Provo City position for a minimum period of six (6) months.
