Description:
This is an administrative level job. Incumbents report to the Administrative Services Director in the Division of Juvenile Justice Services and works closely with the Division's administrative team and program staff. Incumbents direct one or more fiscal activities for a large complex division. Incumbents in this job typically have more latitude in making decisions regarding fiscal operations than those at the Financial Manager I level. Incumbents advise executive, division, and agency directors regarding fiscal operations; develop and implement division procedures and controls to manage budgeting, accounting, contracts and other financial services; assist division executive management by providing detailed analysis of requests and defending proposals. Supervises professional level subordinate staff including: hiring recommendations; determining workload and delegating assignments; training, monitoring and evaluating performance; and initiating corrective and disciplinary actions to include terminations.
Example of Duties:
Maintain and ensure compliance with the Division’s Federal Cost Allocation Plan
Provide Division leadership in determining eligibility and other compliance and reporting issues related to Titles IV-E and Title XIX and ensure those revenue sources are maximized for the Division
Oversee the Division’s reporting requirements and compliance with the Adoption and Foster Care Analysis and Reporting System (AFCARS) and the National Youth and Transition Database (NYTD)
Provide leadership, oversight, and assistance on grant activities for the Division including: researching grant opportunities, writing grants, fulfilling reporting requirements, and ensuring compliance with grant requirements
Oversee accounting for the Client Trust Funds for the Division in its role as Representative Payee for revenues from the Social Security Administration
Represent the Division and coordinate with other state agencies regarding Federal revenue issues
Accurately forecast Federal and grant revenues for the Division
Adherence to applicable Federal, State, Department, and Division Policies and Procedures
