Small Business Loan Officer

Background: As part of the Economic Development division, the incumbent is an integral member of the City’s Economic Development team, with responsibilities that are primarily focused on the City’s Economic Development Loan Fund (EDLF). The position reports to the Economic Development Director and Economic Development Division Management Team, who has fiduciary responsibility for the EDLF.  The EDLF is a fund geared for businesses within Salt Lake City’s geographical boundaries and aims to stimulate business development and expansion, enhance neighborhood vitality, and promote economic development by making low-interest loans available to qualifying local businesses. Responsible for working cohesively with the Department of Community and Economic Development, and Division of Economic Development, the Economic Development Managers, other City divisions and departments, the loan committee and the public to meet outlined goals related to the Economic Development Loan Fund. Responsible for the underwriting of loan applications in order to assess different loan applicants’ eligibility for the program. This includes, but is not limited to, an assessment of applicants’ income, employment status, experience, business plan, credit standing, collateral, previous financial statements, and financial projections. Actively communicates with both potential loan applicants and active Economic Development Loan Fund program participants to create transparency and information of the loan process. Must work closely with applicants to quickly discern valuable information in order to compose substantive summaries for Economic Development Loan Fund committee members and other City staff. Responsible for coordinating loan committee meetings, preparing summary loan reports, performing financial analyses, and revising forms & applications.  In certain instances, may also assist other members of the Economic Development team in researching and compiling key economic metrics for the City. Responsible for maintaining the Economic Development Loan Fund website and database, as well as assisting the Economic Development team in promoting the fund.  Marketing tools for promoting the loan program may include social media, printed brochures, information round tables and community outreach events. Performs other duties as assigned.


Minimum Qualifications: 

  • Graduation from an accredited college or university with a bachelor’s degree in Business Administration, Public Administration, Finance, Accounting, Economics, Entrepreneurship, or other related Business Degree. 
  • Experience in financial management and administration, banking, economic or business development.  Other relevant areas of expertise, which may be substituted for the above, are real estate development, businesses lending, financing, urban economic development, small business assistance, and community development.
  • Thorough understanding of corporate finance and accounting, including but not limited to a strong familiarity with balance sheets, income statements, cash flow statements, and pro-forma financial statements. 
  • Strong understanding of business plan formulation, articulation, strategy, execution, and management.
  • Excellent written and verbal communication skills are critical.  Must speak, read, and write English proficiently. 
  • Advanced computer skills are necessary.  This includes proficiency in software such as excel, word, power point, illustrator, Photoshop, etc.
Desired Qualifications: 
  • A Master of Business Administration, Public Administration, or other advanced degree in finance or accounting, is preferred.
  • Ability to speak Spanish highly desirable.
