GENERAL PURPOSE: Under general policy direction of the Mayor and City Council, the City Manager plans, implements and directs a comprehensive program for the City's long range growth in community and economic development. Provides leadership and direction to all municipal departments, insuring efficient and effective services, in accordance with the City Ordinances and City Council directives. Performs related responsibilities as required.
REPORTING RELATIONSHIPS: This position is appointed by, and reports to the Mayor and City Council. All municipal departments and functions report to this position.

EXAMPLE OF DUTIES:

  • Assists and advises the Mayor and City Council in establishing overall city policies; researches council requests regarding policy and prepares and submits recommendations. 
  • With elected officials, provide opportunities for citizen dialogue regarding city goals and services. Promotes open communication within the organization and the community. 
  • Under direction of the Mayor and with assistance from Finance Director, develops, implements, and directs the City's annual budget, to ensure effective implementation of the City Council’s goals and objectives. Monitors revenues and expenditures to ensure sound fiscal policies are practiced. 
  • Provides leadership and direction in working with Department Heads to deliver efficient and effective city services. Assures that assigned areas of responsibility are performed within budget and that human and other resources are wisely utilized. 
  • With Department Heads, develop short and long range plans that reflect the direction of the City’s Strategic Plan. Encourage best practices within the city organization. 
  • Ensures City compliance with all applicable statutes, laws, ordinances, policies and regulations. Confirms that all franchises, leases, permits, contracts and privileges granted by the City are observed. 
  • Assist the Mayor in recruiting qualified individuals to direct and manage each department of the City. Provide assistance to Department Heads as needed to ensure direction of the City is being fulfilled. 
  • Organizes and directs the executive affairs of City Administration ensuring consistency with Council direction, City ordinances and policies. Provide leadership in maintaining harmony among city employees by recognizing good work and promoting personal accountability. Assists with Human Resource issues as requested. Act as appeal for personnel matters per policy. 
  • Promotes effective and cooperative working relationships with other elected and appointed officials, including Federal, State, Regional, County and neighboring communities in addressing Cedar City’s needs and long term plans

DESIRED QUALIFICATIONS: 
  • Knowledge of: Public Administration principles, practices and methods; Public finance theories and practices; Community development strategies and practices; Applicable Federal, State and local statutes and ordinances; Leadership principles and methods. 
  • Skills in: Interacting positively with the public, staff and media, including handling complaints and seeking solutions that improve public service. Short and long range planning for large, complex municipal organizations; Problem analysis and resolution. 
  • Ability to: Effectively lead a large and complex organization. Coordinate with department managers the activities and functions of a large, complex organization; Communicate clearly and concisely orally and in writing; and encourage the same among department and division managers. Establish and maintain effective working relationships with elected officials, employees and general public.
EXPERIENCE AND EDUCATION:
Any combination equivalent to experience and education that could likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the knowledge, skills, and abilities would be:
  • Graduation from accredited college or university with a Master’s degree in public administration, business management or a closely related field. 
  • 10 years of directly related work experience including at least six years supervisory and municipal administration.
SPECIAL REQUIREMENTS:
Possession of or ability to obtain a valid Utah driver license. Must live within Cedar City within one (1) year of hire. 

WORKING CONDITIONS: 

Physical Demands: While performing duties of job, employee typically handles office equipment, objects, or controls and frequently communicates with others. Moderate physical exertion is present because of moderate stooping and kneeling required. Employee will sit or stand for long periods of time and may occasionally move up to 20 pounds. 

WORK ENVIRONMENT: 

Employee will work in a generally comfortable office setting. The noise level in the work environment is usually minimal. Considerable exposure to stress and fatigue caused by personal accountability for high impact decisions; balancing multiple conflicting priorities, and decisions that are subject to criticism and interpersonal conflict; regular evening and weekend work is required to attend meetings and meet deadlines; regular attendance is required.
