Purpose:
Under limited supervision, performs professional-level analytical and technical human resources work in various areas of the Human Resources Department; and performs related duties as assigned.
Essential Functions:
Develops and administers all phases of the recruitment and selection processes including facilitating more complex assessment centers; and conducting validation studies and statistical analyses on test instruments.
Researches and interprets policies, procedures, and collective bargaining agreements for managers, supervisors, and employees.
Assesses employee relations and labor relations issues, gathers information, and recommends solutions in conjunction with the Human Resources Business Partner (HRBP).
Conducts job analyses, writes job descriptions, reviews compensation analyses recommendations, and conducts classification and compensation research studies.
Assists HRBPs in developing and maintaining effective and productive HR partnerships with City Departments; serves as a resource to managers, supervisors, and employees in all HR areas.
Conducts analysis and collects data on various human resources systems and services and reports quarterly on key HR metrics; conducts special studies and projects in various HR disciplines and recommends course of action consistent with findings.
Provides guidance to HR Analyst I's in the areas of recruitment, assessment development, and classification and compensation.
Minimum Qualifications:
Bachelor's Degree from an accredited college or university in Human Resources Management, Business or Public Administration
Four (4) years of professional experience in a human resources department
Note: An equivalent combination of related training and experience may be considered
Desirable: Experience in multiple HR disciplines
Desirable: Master's degree in a related field
Knowledge, Skills, and Abilities:
Thorough knowledge of Federal and State Laws and local laws and ordinances related to personnel functions; legislation such as the ADA, ADEA, CRA 1964,1991, and FLSA; administrative laws such as those developed by OSHA and the UGESP (1978); City of Henderson Civil Service Rules and Labor Agreements;
Good knowledge of the rules, regulations, policies, procedures, principles, and practices of public personnel administration encompassing multiple human resources disciplines; research methodology; statistical procedures, calculations, and interpretation; statistical concepts used to evaluate and develop selection instruments; job analyses procedures; test validation procedures; and salary survey techniques and procedures for establishing compensation.
Ability to communicate effectively verbally and in writing; establish and maintain effective working relationships with those contacted in the course of work; read, interpret, and apply rules, regulations, policies, procedures, laws, court decisions, and labor agreements; prepare clear and concise written materials using correct grammar, spelling, and punctuation; work independently and use initiative; set priorities; perform complex statistical operations, draw conclusions from data analyzed, and apply the information to related issues; and maintain confidentiality of personnel issues.
