The Financial Management Analyst, Sr. is accountable to, and under the supervision of, the Budget Bureau Chief.
Responsibilities:
The Financial Management Analyst, Sr. uses a variety of problem solving techniques, interpersonal skills, communication techniques, creative thinking skills, and reasoning skills and abilities. These are used in the following areas:
- Public policy and issues analyses. Typical responsibilities: identifies needs and priorities among local, state, and federal government programs; coordinates executive branch programs and activities with department directors and elected officials; participates in the resolution of complaints/inquiries regarding department operations; analyzes proposed legislation affecting state, local, and federal government operations and determines economic, political, and social impact; represents the Governor to legislative committees and state agencies.
- Financial analyses. Typical responsibilities: ensures financial and budgetary processes are in compliance with statutory provisions and administration policies; analyzes department financial operations and budget requests to resolve complex issues considering costs, benefits, and resources; presents specific funding recommendations for inclusion in Governor's executive budget; assists agencies with budget implementation.
- Program evaluation, studies, and coordination. Typical responsibilities: evaluates programs for effectiveness and conformance to guidelines; implements executive directives; analyzes economic impact of proposals in the public and private sector; collaborates with interested parties to develop alternative proposals; facilitates activities among state departments and other units of government to achieve effective program operations.
- Department technical assistance. Typical responsibilities: reviews State Code, Executive Orders, Attorney General Opinions, and federal regulations to advise departments and related public and private sectors on financial and management issues; advises departments on the budget development process; applies policies and procedures and provides guidance; approves allotment requests, staffing levels, program structures, grant applications, and other financial-control activities.
- Performs statutory approvals. Typical responsibilities: applies Executive Branch policies and Idaho Code in performing statutorily required approvals specifically assigned to the Division of Financial Management or delegated from the Governor or Board of Examiners. These include, but are not limited to, budget shifts, pay changes, position classification, and encumbrance approval.

Preferred applicants will have:
- undergraduate or higher degree in accounting, finance, political science, public administration, economics, or business administration
