OFFICE OF MANAGEMENT AND BUDGET ASSOCIATE I
STARTING SALARY: $49,088.00
SALARY RANGE: $49,088.00 - $66,081.60
The Office of Management and Budget (OMB) Associate I is part of a
four-year management training program providing a career-development opportunity
while allowing individuals to develop and strengthen professional skills.
This program will provide municipal financial experience and valuable
professional development. The OMB Associate I classification will be
trained to perform progressively responsible work in the preparation and
administration of the City’s annual operating budget, five-year Capital
Improvement Budget, and multi-year revenue/expenditure projection.
Training will also include exposure to strategic and operational planning, and
assisting with departmental process review.
This
class will receive direction and assignments from the OMB Director or senior
budget staff. Work will initially be performed under close supervision as
training and development are being provided; however, as the employee’s
competence increases, work will be performed more independently and reviewed
upon completion. Progression from an OMB Associate I to an OMB Associate
II can be accomplished through a non-competitive criteria-based promotional process.
The incumbent must meet established work standards, demonstrate the level of
competency necessary to independently perform assigned tasks, and meet the
minimum qualifications of the OMB Associate II classification. This class
is FLSA exempt-professional.
City of Mesa’s Management Associate Program
The City of Mesa’s Management Associate Program is for promising
professionals who are interested in a career in Public Service. This
is a permanent position that will provide a career-development opportunity in
local government while allowing individuals to develop and strengthen
professional skills. This program will provide municipal financial
experience and valuable professional development.
The Management Associate Program is housed in the Office of
Management and Budget. The successful candidate will gain experience in
the following areas:

Development and preparation of the City’s budget
·
Financial and analytical analysis and reporting
·
Process improvement and development, program analysis
·
Report writing, research, and presentation
·
Professional development and guidance from senior managers
The
program spans four years and will result in placement within the organization
upon successful completion. New participants begin as an OMB Associate I
performing municipal research and analytical work on an entry-level
professional basis involving the study of budget and administrative systems,
policies, and practices. Incumbents serve as regular staff members and
receive assignments and work direction from the OMB Director or senior budget
staff members. Increased independence will be given as the incumbent
develops in this role.
After
the successful completion of their two years in OMB, participants will have the
opportunity to promote to an OMB Associate II. Assignments will involve
rotations to various departments throughout the City for the final two years of
the program. This will enable the participant to apply his/her skills in
operational situations. Assignments may be for specific project-oriented
work, or general in nature. The goal is to provide a rounded management
experience through opportunities in multiple types of operations.
At
the successful completion of the four-year program, the employee will be placed
in a position within the City that best fits his/her newly acquired skills and
the needs of the City.
Eligible
candidates must possess a Master’s Degree in Public Administration by June 5,
2014 and be available to begin employment with the City by June 16, 2014.
