JOB SUMMARY:
Under general direction, is responsible for performing professional level work involving the planning, analysis, and monitoring of municipal or outside agencies' operations which may include revenue and expenditure elements of the annual and six-year capital budget;
preparing the annual five year financial forecast; and completing special projects as assigned. Exercises no supervision.
ESSENTIAL JOB FUNCTIONS:
Prepares and administers annual revenue and expenditure budgets and the five year financial forecast for an assigned group of departments or outside agencies.Monitors departmental and agency expenditures to insure compliance with approved appropriations and pertinent local, State, and Federal regulations.
Prepares written reports and oral presentations on project results and budget recommendations.Prepares quarterly status reports for the City Manager and City Council
on status of pre-selected performance measures, revenue collections, and expenditures.
Attends meetings with department representatives, department heads, City Manager, and City Council when resolving annual budget; attends public hearings on budget process.
Analyzes requests for budget adjustments and provides recommendations
to Budget Manager on approval of request.
Analyzes departmental budget submissions for accuracy and appropriateness, provides written recommendations to management on departmental requests for program improvements, and when necessary, mandates reductions to service; works with departments to resolve budget concerns.
Coordinates preparation and development of monthly and quarterly financial reporting and develops explanations of variances between budgeted and actual revenues and expenditures; evaluates departmental revenue and expenditure estimates and makes necessary adjustments.
Reviews, analyzes and makes recommendations regarding the fiscal information contained in departmental memos requesting City Council action. Coordinates and monitors the implementation of new budget initiatives adopted by City Council; compiles and reviews implementation plans and monthly status updates.
Coordinates preparation and publication of proposed and adopted budget
documents.
Develops detailed narrative explanations of changes in departmental
budgets.
Performs related duties and fulfills responsibilities as required.
JOB REQUIREMENTS:
Bachelor's Degree from an accredited college or university with

The
Legislative Analyst’s Office
The LAO is the nonpartisan
fiscal and policy advisor to the California Legislature. Its mission is to
reduce the cost of state government and/or to increase its efficiency.
Established in 1941, the LAO is the oldest office of its type in the country,
and maintains a national reputation for its nonpartisanship and its
high-quality staff and analyses. The office maintains a professional, collegial
work environment that strives for an appropriate work/life balance.
The office does the following
three main types of work for the Legislature:

Analyzes the
Governor’s annual budget proposal, testifies at legislative hearings, and
conducts legislative oversight throughout the year.
·
Responds to requests
from Members of the California Legislature on programs and finances.
·
Produces independent,
self-generated reports to assist the Legislature in addressing the major fiscal
and policy issues facing California .
For example, we have recently published reports on (1) trends and issues
in the state’s child welfare system, (2) the new formula for allocating
funding to K-12 school districts, and (3) governance and financing of a
resources conservation plan.
Positions
Advertised
Fiscal and Policy Analyst. The FPA’s primary responsibility is to be the LAO’s expert
in a specific policy area. Policy areas are: State and Local Finance;
Education; Health and Human Services; and Corrections, Transportation, and

Summer Internships. The LAO operates a 12-week summer internship program that
provides a rigorous analytical experience for individuals who (1) have
completed the first year of a two-year graduate program that provides both a

becoming a full-time FPA after graduation. The internship pays $2,650 per

Individuals
interested in the FPA or internship position should e-mail a cover letter,

respond to all applicants by the end of January. As part of this year’s
recruiting process, we will conduct a limited number of on-campus interviews in
January and February 2014.
We will review the resumes to
determine which schools to visit for on-campus, first-round interviews. The
decision will be based on the quality and perceived “fit” of the applicants as
indicated by the resumes and whether there are enough interested and qualified
applicants to warrant a visit. We will also conduct phone or Skype interviews
with those selected for interviews from schools that we will not visit this
year.
A second round of interviews, if
appropriate, will take place in Sacramento in March 2014. Decisions and
offers will be made no later than April 2014. Typically, FPAs begin work at the
LAO in August or September, while interns begin in May or June.
The LAO anticipates hiring from
six to eight FPAs during the recruiting cycle and two or three summer interns.
At this time, we do not know what policy areas will be vacant when new hires
report next summer and fall. Consequently, we are not recruiting for specific
policy areas. Our assignment process takes into account existing vacancies, the
needs of the office, and the interests of the new hires.

Steven C. Echard, IOM, CAE
Steven C. Echard is a Certified Association Executive (CAE*)
and Graduate of the Institute of Organizational Management (IOM) at UCLA. He
has served as Executive Director of several medical/scientific professional
societies and medical research foundations. He also has experience leading key
functions in association management as the Director for Government Affairs,
Research, Training & Workforce, Administration and Governance.

Job Description for the
Business Manager of Hobble Creek Learning Center
Position
Hobble Creek Learning Center is an award-winning educational
center that provides preschool, kindergarten, tutoring, and creative programs
to children and families in Utah County. The Center is committed to excellence
in these areas and provides certified teachers, small class sizes and
individualized learning plans. We are seeking an experienced and committed
business manager to manage, market and promote the Center and its programs.
Background and Experience
The Preschool Director must have a minimum
of a four-year degree along with management experience or a degree in
management. Training and/or experience
in non-profit management is preferred.
Early childhood education experience and/or training is a plus.
Duties
The business manager is responsible for
establishing policies to run the preschool, for appointing the appropriate
staff members to carry out the directives and for explaining the policies to
parents. Creating and maintaining a budget is a major responsibility for the
business manager. This includes setting fees for children to participate in the
preschool’s programs. Making sure the preschool facilities are cleaned and
maintained in accordance with state regulations is also part of the manager’s
daily duties. The school must be ready for health inspections at any time. The manager
oversees teaching staff and helps them find necessary resources for curriculum
development. S/he also hires support staff, such as janitors, and secretaries
to ensure the smooth operation of the facility. Meeting with parents is another
crucial component of the preschool manager’s job. S/he gives periodic
evaluations of each child’s progress, and deals with children having behavioral
problems.
Skills
A preschool business manager needs strong
organizational skills and planning abilities. S/he must have strong oral and
written communication skills to manage the staff. Those same communications
skills are necessary when working with parents and the community. The manager
must possess the leadership skills necessary to carry out the policies she
establishes.
Salary and Job Outlook
The salary is non-negotiable at $36,000
per year in the first year with a bonus potential of $20,000 if pre-school
budget targets are met.
